But the sharply divided panel recommended only a moratorium on human cloning done for research.Pro-life advocates, such as Wendy Wright with Concerned Women for America, challenged the notion that cloning can be split into two types."The false premise is that there are two kinds of cloning, when in fact there is only one kind of cloning," Wright said. Wright and others contend that while different scientists may have different purposes for cloning a human being — such as growing a cloned baby or simply extracting the stem cells from the cloned embryo before killing it — the process for producing a clone remains the same and results in a human in either case."It would be nearly impossible to uphold a partial ban on cloning," Wright continued. "You either have a ban or you don't."Ken Connor, president of the Family Research Council, took a slightly different view, calling the moratorium an important first step."Currently, in the climate in which we now exist, there are no restrictions. That's zero restrictions on human cloning," Connor said. "And so a temporary moratorium, in my judgment, is better than no ban at all."While 10 of the commission's 18 members favored a moratorium, seven members actually wanted Congress to allow scientists to proceed with cloning under strict regulations. One member failed to attend most meetings and took no position. Connor is troubled that seven of the panel members apparently equate maturity with moral significance."In other words, they've said, 'We don't object to sacrificing early-stage human embryos on the altar of medical experimentation,' " he said.Dr. John Kilner, director of the Center for Bioethics and Human Dignity, also had a mixed reaction to the report."The arguments in the report against all forms of human cloning are very compelling ethically, and I think these arguments by themselves would have warranted the council coming out in support of a full ban on both reproductive and research cloning," Kilner said. "Given the total inaction on the issue of cloning in Congress, the position the commission is taking would be better than the status quo. However, it really falls short of the total (ban on any form of) cloning human beings."Focus on the Family Bioethics Analyst Carrie Gordon Earll expressed hope that the report at least would serve as a stopgap measure."Hopefully, this report with the moratorium will serve as kind of a speed bump to slow down what seems to be a rush towards creating embryos and killing them for their stem cells," Earll said.She said cloned human embryos are 100 percent human, just as Dolly the cloned sheep is 100 percent sheep.Though the council's recommendations are directed to the president, pro-lifers want to know whether the report will have any effect on the Senate, which has not taken up the human cloning ban sponsored by Kansas Republican Sen. Sam Brownback.Douglas Johnson, legislative director for the National Right to Life Committee, said the real question is what Senate Majority Leader Tom Daschle, S.D., will do. "Senator Daschle, the Senate Democratic leader, has been in the forefront of those who are trying to pass a bill that would (legitimize) human embryo cloning, or give a green light to the establishment of human embryo farms — and then even put federal law enforcement agencies in charge of making sure the embryos all die by a 14-day deadline," Johnson said. "That is directly in conflict with this commission's recommendations." TAKE ACTIONPlease pray that Congress will uphold the sanctity of human life and pass a ban on all forms of human cloning.
