50% or greater of "normal blastocyts (early embryos) fail to implant.
Of those that do implant, about 50% fail to develop to term.
That means the reproductive success rate in humans is about 25%, and that is under ideal, normal circumstances.
Of those that are born, there is a 2-3% risk of serious birth deformity.
Among ICSI babies born through IVF the rate of birth deformity is doubled.
Birth defects occur at an even higher rate in women with uncontrolled Diabetes.
Would you consider the above scenarios a reasonable definition of "minimal risk"?
But to answer your question, I believe that if our society approached this issue in what seems to me a rational fashion, relatively safe human cloning could be achieved within a few years.
