The US House of Representatives passed a bill thta would have banned therapuetic and reproductive cloning in Aug 2002. However, the Senate has not passed it. The bill is stalled. All cloning is technically legal at present.However, the FDA has decided that cloning is a medical treatment that comes under their authority and said that no fertility clinic can do cloning without their permission which they will not give. This is controversial because the FDA regulates drugs not doctor's practices. Subsequent to the Federal government's attempt to outlaw cloning, the state of California which has a big biotech sector, passed its own law making cloning legal within the state of California.
