The Fed's Won't Fund it But You can Do it

There are three different groups that do cloning.1. University researchers 2. Fertility doctors in private practice 3. Biotech companiesThe first group do research at Universities and publish the results in science journals. They are paid employees of the University, usually professors and grad students. Their researach is funded by grants. One of the largest sources of grants for research is the National Institutes Of Health (NIH) which is the federal government.When the birth of Dolly hit the news, President Clinton in 1997 cut off any federal funding that would be used to investigate human cloning. That made it difficult for university professors and grad students to get funding but not impossible. They still could get it from private grants.It did not affect the research of biotech companies because they are funded by stockholders and venture capitalists interested in making a profit from any therapies discovered.And it did not affect doctors in private practice because they are paid by their patients.The restrictions are on funding. In Aug 2002 Clinton's moritorium on federal funds going to human cloning was due to expire and President Bush had to decide to continue the ban on funding or to allow it. He choose to allow federal funds to be used for grants to universities that did research on stem cells only if they came from certain existing lines. You can do researach on other lines if you want but you can't use federal funds to do it. You have to get your funding somewhere else, a private endowment, etc.There are no funding restrictions on animal cloning and that is where most universities are involved anyway.The biggest biotech firm involved in trying to clone human stem cells is ACT in Massachuttes. It is funded by private capital.
