"While Congress considers legislation that would impose a 10-year prison sentence and a $1 million fine for anybody caught cloning human embryos, California is considering legislation that could allow the state to become a haven for embryonic stem cell research."--The San Francisco Business Journal 5/12/03This week, 9/23/03 (Interim) Governor Gray Davis signed SB 332, which will develop guidelines for stem cell research and SB 771, which establishes a registry of usable embryos. A third bill, SB 778, would fund up to $1 billion over a 10-year period for facilities and research for stem cells using general obligation bonds, but it is still stuck in the state Senate. It's expected to be put to the floor next year, however. All this while the US lobbies the UN for a global ban on cloning. Things are not as settled as one might think.
