Private scientists that work for private drug companies and University scientists that get government grants.When Dolly was cloned, the religious right wanted the US government to make a law against cloning. But to pass a law you need the support in Congress and they did not have enough votes to pass such a law. So they did the next best thing. They pressured the president to cut off government grants to any University that used the funds to research human cloning.They stopped government research but private research went right on. For 4 years private scientists made headlines in new cloning research while University scientists sat on the sidelines unable to compete. All the media attention, conferences etc. were focused on private scientists and University scientists were becoming worried.If the American public believes that private companies can do a better job of research they might begin to think why should they pay taxes at to support the University scientists? Yikes! If the American public ever felt that way Liberals feared they might end all government grant money. So the University scientists had to get back into the cutting edge of research too! Most Universities are liberal too and have friends in the Democratic party.But when it was time to review the federal grant money issue again there was a now new president, George W. Bush. And he is very religiously conservative. Liberals were afraid Bush would listen to his conservative constituency and ban federal funds for human cloning research for another 4 years! They had to do something to change his mind.University scientists like Rudolph Jaenisch, who had just cloned the first mice, came out in the public press, not in the scientific journals, but the general news that his mice actually had lots of problems. He said it was too dangerous to clone humans because of these problems. Jaenisch works for MIT, a big university in Boston. Several other University cloners went on the news media saying the same thing.This alarmed the American people and they started calling their representatives and urging them to vote for the cloning ban.
