Like Lobbying for Unilateral Disarmament

Some countries apparently made mention of the fact that the United States was pushing for a ban that they themselves would not follow. Although GW Bush personally wants it he is unlikely to be able to enact a ban in his own country. If the US is not going to ban cloning then why should any other country put themselves at a competitive disadvantage in what looks to be an increasingly profitable field? All the costs of enforcing such a cloning ban would be born by the foreign countries policing themselves, while all the benefit would be reaped by American biotech companies who now had an open field. Morally aside, it did not make economic sense for countries to vote for a cloning ban.
