The press reports that the motion officially passed by a margin of only 1 vote. But 1 vote was all that was needed.15 nations stood on the sidelines and did not vote. Had those 15 nations taken a stand can we be so certain they would have been on Bush's side? I think not. If they supported a ban they would certainly have already come out and said so. They would have profited by pleasing Bush, leader of one one of the most powerful, and aggressive, military and economic powers in the world.However, I can easily see that if they were in opposition to a ban they would not be as eager to go on record as voting against such power if they didn't have to.Cloning is obviously an emotional issue with Bush. What country wants to be directly in his face as it were? Particularly if they could have the same outcome without being as confrontational as a direct vote?From a tactical point of view those 15 abstintions had the effect of postponing a cloning ban. Viewed this way, out of 191 nations in the UN, only 79 agreed to banning cloning. That leaves 112 who were not convinced.That is, 58% of the countries in the UN believe that cloning promises enough of a benefit to them that they are willing to allow research to continue unfettered for another 2 years.Considering all the negative publicity surrounding the word, I think that is an impressive number and shows that the tide has turned in cloning's favor. It now is a matter of time.
