Stem cells develop into whatever type of cell they are told to. They are told to by "other cells". That is, brain cells secret certain hormones that tells all other cells around it "hey we're brain cells, turn on the brain cell genes." While lung cells secrete different hormones that tell all the cells around it "hey we're lung cells, turn on the lung cell genes". And so on for all parts of the body.If you take a stem cell, that is an undifferentiated cell, one that has not yet been told what type of cell to become, and put it in any part of the body it will become what that part of the body tells it to become. If you put a stem cell in the lining of a uterus, it will become what the uterus tells it to become. The uterus will tell a stem cell to develop into a fetus.So, yes. A stem cell can grow into a live human if it is put in the right conditions.
