God made people, and he presumably works through them as well, so there really isn't anything God doesn't have a hand in. It may be easier to interpret the births of Jesus and Isaac as miraculous because they are presented as occurring at a time when assisted reproductive technologies didn't exist, but subtly inspiring, influencing and coordinating the actions of thousands of people over centuries of time so that they will find the means to produce a similar result could be considered a miraculous thing as well. Something that takes place in a test tube can be just as much an act of God as when it takes place anywhere else.
