U.N. gives up trying to ban all cloning but keeps talking anyway

I've had trouble finding web articles covering this announcement that could be viewed without a subscription, but the U.N. has finally abandoned its attempt to impose a worldwide cloning ban. It sounds like they're talking about a non-binding resolution now.
